Seems to be in the winter or after a lot of rain. Happens to concrete patio too. A white residue forms and then the concrete or blocks start to slowly fall apart.

moisture. killer of a lot of things. The concrete blocks sorta swell up and are easy to break. That’s why when you build a basement, you drive all the moisture to a sump pump so this won’t happen.

Moisture freezing in them bust them up and then they deteriorate later.
Some times the original pour of concrete was too wet and in the moisture and rain they fall apart.
