Smoothing the caulking with a damp finger works great for latex caulk. However if you are using a silicone caulk don't wet your finger.
I like to put masking tape on either side of the joint then fill it and run my finger over it to smooth it out. As soon as you smooth it out pull the masking tape off. You will have a nice clean edge.

A spoon dipped in water will give a smooth finish. I have one that is kind of poited and it does a great job. A finger will work but you can make waves in the caulk due to pressure increases and decreases as you reach out.

A clean wet rag but I always found a wet finger to smooth it out the best. Seriously!

There is a tool... a plastic handle with an angle/ a plastic blade at Lowe's.
Use your wet fingertip... then I wrap an old rag around the tip of my finger & go over it to clean it up a little more...
the plastic tool is not necessary really...

no, but if the chalk doesn't work you can just use an eraser to get it off.

Yes, there is (and it is spelled Caulking). I think I got my set from Ace Hardware. Three little plastic pieces that have different edge sizes...like 1/4" wide, 3/8" wide. They do help make it smoother for me at least. Here's a slightly different kit, availabler at Ace:http://www.homaxproducts.com/products/ki…
Just search for Caulk finishers...
